President Brice Clotaire Oligui Nguema has met with the Minister of Justice and representatives of Invest Private Capital Group SRO to discuss plans for a new high-security prison. Scheduled for completion over 36 months, the facility aims to reduce prison overcrowding and strengthen penitentiary security.

Gabon is considering expanding its prison infrastructure with the construction of a high-security prison at Plaine Ayémé. As part of this initiative, President of the Republic Brice Clotaire Oligui Nguema received the Minister of Justice and Keeper of the Seals, accompanied by General Effayong, Commander-in-Chief of the Penitentiary Security Service, as well as representatives of Invest Private Capital Group SRO.

The discussions focused on the proposed facility, which is intended to address some of the challenges facing Gabon’s prison system, particularly overcrowding, detention conditions, and the security of correctional facilities.

A Facility Designed to Accommodate 1,100 Inmates

The planned prison is expected to have a capacity of 1,100 inmates. Construction is scheduled to take place over 36 months, equivalent to three years, according to the information provided.

Through this project, the Gabonese authorities aim to expand the country’s prison capacity and contribute to a more balanced distribution of inmates. The creation of additional places could help ease pressure on existing correctional facilities, depending on how the project is implemented and how the new institution is managed.

Beyond its capacity, the facility’s high-security designation reflects the intention to strengthen surveillance, control, and security measures within the prison system. Managing correctional facilities remains a major concern for the administration of justice, particularly in terms of maintaining security while ensuring appropriate detention conditions.

Improving Detention Conditions Remains a Key Priority

Prison reform goes beyond the construction of new buildings. Achieving a lasting reduction in overcrowding also requires effective management of inmate populations, respect for prisoners’ rights, and measures designed to support their social rehabilitation.

In this regard, the Plaine Ayémé project represents a significant infrastructure undertaking whose impact will depend not only on the quality of the facilities but also on the human, technical, and financial resources allocated to their operation.

The presence of the Minister of Justice and the Commander-in-Chief of the Penitentiary Security Service at the meeting highlights the institutional and security dimensions of the project. Meanwhile, the participation of representatives of Invest Private Capital Group SRO points to the company’s involvement in discussions surrounding the initiative.

A Three-Year Project on the Horizon

With a projected implementation period of 36 months, the construction of the prison represents a medium-term undertaking for Gabon’s penitentiary system. The next stages are expected to clarify the financing arrangements, operational timetable, and conditions for the project’s implementation.

For the authorities, the challenge will be to make the new facility an instrument for modernizing prison administration while balancing security requirements, respect for human dignity, and improved detention conditions.

The implementation of the Plaine Ayémé project will therefore be closely watched, particularly in terms of its actual progress and its ability to deliver lasting solutions to the challenges facing Gabon’s prison system.
