    A Crucial Meeting in Bangui as Part of an International Tour
    After holding around thirty meetings with African heads of state and government, as well as leading figures from African and international intelligence communities, Mr. Justin Tagouh, Executive Director of the Pan-African Intelligence Agency (PIA), was received by Professor Faustin-Archange Touadéra, President of the Central African Republic. The meeting, held in Bangui, forms part of the extensive continental tour undertaken by the PIA leader with the objective of promoting African countries’ sovereignty over their own intelligence systems—intelligence conceived, managed, and implemented by Africans, exclusively in the interests of African states.

    The Central African President Welcomes This Pan-African Initiative
    During the discussion, President Touadéra expressed that he was “very pleased to learn that such a structure has finally been established.” He extended his warm congratulations to Mr. Tagouh, who has been praised by his peers for spearheading what many consider a vital project for Africa and its people. According to the Central African leader, the creation of the PIA addresses a pressing need for greater coordination and the pooling of intelligence efforts at a time when security threats—including terrorism, transnational trafficking, and foreign interference—are increasingly crossing national borders.

    The PIA: A Tool for African Sovereignty
    The Pan-African Intelligence Agency aims to strengthen the capacity of African states to address major security challenges through intelligence-sharing and coordinated action. It seeks to enhance the fight against terrorism, prevent attempts to destabilize African countries, and improve crisis anticipation and response mechanisms. By reducing reliance on external actors, the PIA aspires to become a cornerstone of the continent’s sovereignty, security, and stability.

    The Bangui meeting is part of a broader consultation process that has taken the PIA Executive Director to several African countries, as well as to China and Australia, with the aim of harmonizing the schedules of major meetings intended to finalize the agency’s operational structures. A first major gathering is scheduled for August 2026 in Bujumbura, where the institutional foundations of the PIA are expected to be consolidated, followed by a second high-level meeting in Beijing.

    By receiving Justin Tagouh, President Touadéra has provided significant political backing to the initiative.
