    Congo Council of Ministers: Denis Sassou-N’Guesso Drives New Reforms in Higher Education, Mining and Sanitation

    Brazzaville, June 18, 2026 – Chaired by the President of the Republic, Denis Sassou-N’Guesso, the Council of Ministers met on Thursday at the People’s Palace in Brazzaville to review several strategic issues related to the country’s economic, social and institutional development. The high-level government meeting addressed key matters concerning higher education, the mining sector, sanitation, sports and public governance.

    Higher Education at the Heart of Government Priorities

    Among the texts examined were two draft decrees submitted by the Ministry of Higher Education. The first concerns the approval of the statutes of the University of Loango, a new institution expected to strengthen the national higher education system and contribute to the advancement of scientific research.

    The second draft decree aims to amend and supplement certain provisions of the special status governing personnel at Marien Ngouabi University. The reform seeks to modernize the regulatory framework for academic careers and improve the working conditions of teaching and administrative staff.

    A New Boost for the Mining Sector

    The Council of Ministers also reviewed a draft decree approving the mining license granted to Dangote Fertilizer Limited Congo for the exploitation of potash salts in the Kouilou department.

    The decision is part of the government’s broader strategy to diversify the economy and enhance the value of the country’s natural resources. Authorities expect the project to attract investment, create jobs and strengthen the Republic of Congo’s industrial capacity.

    Adoption of a National Sanitation Policy

    Another major item on the agenda was the examination of a draft decree approving the National Sanitation Policy for the 2025–2035 period. The strategic framework is intended to guide public action in areas such as hygiene, waste management and environmental protection.

    Through this policy, the government aims to improve living conditions, reduce public health risks and promote a cleaner and healthier environment across both urban and rural communities.

    Sports and African Development Bank Meetings Reviewed

    Two important communications were also presented during the meeting. The first focused on the current state of sports in the Republic of Congo, providing an assessment of existing challenges and future development prospects for the sector.

    The second communication reviewed the organization of the Annual Meetings of the African Development Bank (AfDB), recently hosted by the Republic of Congo. The continental event highlighted the country’s economic ambitions, diplomatic influence and capacity to host major international gatherings.

    Appointments to Strengthen Public Administration

    As customary, the Council’s proceedings concluded with the examination of several individual measures, including appointments to various positions within the public administration.

    Through this meeting, the Congolese government reaffirmed its commitment to pursuing structural reforms in key sectors. The decisions adopted reflect the authorities’ determination to strengthen the foundations of sustainable development through the modernization of higher education, the promotion of natural resources, improved public services and enhanced governance.
