A Solemn Ceremony in N’Djamena’s 8th District
The President of the Republic and Head of State, Marshal Mahamat Idriss Deby Itno, presided this morning over the official inauguration ceremony of the new headquarters of the Ministry of Finance, Budget, Economy, Planning, and International Cooperation. This large-scale infrastructure, located in the Ndjari district (8th arrondissement of N’Djamena), marks a new milestone in the modernization of Chad’s public administration and reflects the determination of the country’s highest authorities to equip the nation with administrative facilities that match its development ambitions.
The ceremony was attended by Prime Minister Ambassador Allah-Maye Halina, the presidents and vice-presidents of the Republic’s major institutions, members of the Government, senior military officers, members of the diplomatic corps accredited to Chad, as well as numerous civilian and military dignitaries.
An Impressive Administrative Complex
Built in the Ndjari district, this administrative complex ranks among the State’s most significant public infrastructure achievements. It is designed to improve working conditions for public servants while enhancing the efficiency of services responsible for managing public finances and planning national development.
In his welcoming remarks, the Mayor of N’Djamena, Mr. Senoussi Hassana Abdoulaye, praised the completion of a project that contributes to the beautification of the capital while strengthening the capacities of the public administration. "This building is a source of pride for our city and for the entire country," he declared.
Technical Features: 530 Offices, 17 Meeting Rooms, and a 500-Seat Conference Hall
Presenting the technical specifications of the building, the Director General of Civil Building Works, Mr. Tahir Allatchi Kossoya, stated that the complex covers a total area of 35,123 square meters. The structure includes ten floors, 530 offices, 17 meeting rooms, a 500-seat conference hall, and an administrative restaurant. Designed according to the standards of a modern administration, it provides a working environment suited to the demands of performance and good governance. Relaxation areas, underground parking facilities, and fire safety systems complete the complex.
A Project Revived Through the Head of State’s Determination
Speaking next, the Minister of Infrastructure, Territorial Connectivity, and Road Maintenance, Mr. Amir Idriss Kourda, reviewed the major stages of the project’s implementation. Fully financed by the Chadian State, the construction was entrusted to the Sogea-Satom/CFE consortium and launched on July 26, 2012, at a total cost exceeding CFA Francs 74 billion. After several years of suspension due to technical and budgetary challenges, work resumed on March 28, 2023, at the express request of Marshal Mahamat Idriss Deby Itno and was completed at the end of April 2026.
"It is thanks to the vision and determination of the Head of State that this project was able to come to fruition," the minister emphasized.
The Marshal Cuts the Ribbon and Tours the Facilities
A highlight of the ceremony was the Head of State’s ribbon-cutting, officially commissioning the infrastructure. He then conducted a guided tour of the various workspaces to assess the quality of the facilities and the functionality of the complex. Accompanied by the Minister of Finance and several senior officials, he visited different floors, stopping at model offices and the main conference hall. He praised the modern equipment, including video projectors, videoconferencing systems, and centralized air conditioning, as well as the high standard of execution.
A Strong Commitment to Modernizing Public Administration and Better Serving Citizens
At the conclusion of the visit, Marshal Mahamat Idriss Deby Itno expressed his satisfaction with the quality of the achievement. He stated that the infrastructure illustrates the authorities’ commitment to modernizing public services, improving working conditions for state employees, and strengthening administrative efficiency in the service of citizens.
"A public servant who works in good conditions is a more productive public servant. This building is a working tool dedicated to Chad’s development," he declared.
A New Momentum in the Transformation of Public Administration
With the commissioning of this new building, the Ministry of Finance, Budget, Economy, Planning, and International Cooperation now benefits from a modern working environment that meets the requirements of governance, planning, and public resource management. Beyond its architectural significance, the project is part of the broader transformation of public administration initiated by the President of the Republic and demonstrates the government’s determination to build more efficient institutions capable of effectively supporting Chad’s development ambitions.
A Source of Pride for Employees and a Positive Signal to International Partners
Ministry employees, who attended the inauguration in large numbers, welcomed the event with enthusiasm. Many noted that the former premises, which were outdated and overcrowded, no longer provided suitable working conditions. From now on, the services of the General Directorate of Taxes, Budget, Planning, and Cooperation will be grouped on a single site, facilitating coordination and efficiency.
For international partners, the building sends a clear message: Chad is investing in modernization and transparency in public management.

The inauguration ceremony concluded with a family photograph and a reception offered to guests. Marshal Mahamat Idriss Deby Itno left the venue to the applause of ministry employees. From now on, key decisions affecting the Chadian economy will be taken within this glass-and-steel building, a symbol of a modernizing State and of a president committed to action.
